Why do cruise ships have to stop in a foreign port? The Merchant Marine Act of 1920 , section 27 known as the Jones act is a piece of legislation that regulates maritime commerce in U.S. waters and between U.S. ports.  The law requires that goods transported by water are owned and operated by U.S. citizens. Since most cruise lines operate ships flagged by other countries and are staffed by international crews, they remain subject to the limitations of the Jones Act.
